Carol Bartels brings an extensive background in finance and investment with over 30 years expertise in working with CPA's and tax attorneys in both the private and public sector. Carol serves as the Treasurer for the RCRCD board. Carol has been instrumental in the development of a tracking system for all mitigation projects. This system gives the RCD a better understanding of the funds needed to manage conservation easements and fee title lands in perpetuity.
